We focus on the implementation of Municipal, State, and Federal infrastructure projects.  Our services include the planning, design, and management of water, wastewater, coastal, solid waste, transportation, and remediation projects. Our professionals balance needs and funding to increase the efficiency of capital project expenditures on infrastructure projects. Kodi C. Guillory, P.E. is a Professional Engineer with a Bachelor of Science degree in Biological Engineering and a Master of Science degree in Civil Engineering.  She has over 16 years of experience in water, wastewater, solid waste, Program Management, and coastal restoration projects.  Kodi is licensed in the states of Louisiana, Georgia, Texas, and Tennessee. She is involved in the communities and enjoys mentoring and educating the youth about STEM careers.

Walter Carpenter, P.E.


Walter Carpenter, P.E. has over 43 years of experience as a project engineer in both the public and private sectors. Walter’s expertise ranges from highway design to sanitary sewer rehabilitation and project management. He has also previously served as the City Engineer and has experience in public administration. Throughout his career, Walter has consistently demonstrated a keen ability to navigate complex engineering challenges, earning a reputation for delivering high-quality results on time and within budget. Walter is licensed in the State of Louisiana.
